Maybe a bit more.
I tend to get some 52-55K/s on a single download stream from a fast source.

That's still slow imo. You should get 59k/sec at LEAST.

At 50:1 you should get anything between 1.25KBps and 62.5KBps or at
20:1 anything between 3.125KBps and 62.5KBps - i.e. modems can be
faster within the terms of xDSL contracts.

However, if people actually start seeing contention affecting their
connections en-masse then I would expect a lot of articles here

I've noted what the others have said, vis a vis contention etc.

the easiet way is simply do the math :-

512kbps x 1024 = 524288 bits
524288/8 = 65536 bytes
65536/1024 = 64 KBytes

You never get that firgure

but it gives the right idea

I'm on a 256kbps service and get 29-30KBps

As others have mentioned, you should not really get below 55KBsec. But nobody
else has mentioned that speeds do vary considerably depending on what you are
doing.
For example, say you are downloading a trial software from Tucows, you can only
receive it as fast as that site can deliver it to you. So if you selected a
slow server to download, or that server is very busy, then you are going to get
slower speeds.
Another example, if you are using P2P software and the person you are
downloading from only has an isdn connection, then you are not going to download
more than 8kbs unless there are more people with the same file.
Again, say you want to listen to streaming radio on BBC website, you are only
going to get it as fast as they can deliver it, if they have too many people
listening to the same service then your (and their) download is going to be
slower.
What needs to be worked out is if you are getting these speeds constantly and
they never fluctuate. If they never go over 45kbs, then obviously there is
something wrong.

Have you done any of the numerous speed tests available?
http://www.adslguide.org.uk/tools/speedtest.asp

Do the test on that page and report back any findings.

Pointless post really, you knew what I was getting at. 58k/sec should
be a minimum speed on a 512k connection. I get a speed test rating of
59.6k/sec on my 512k at home and 179.8k/sec on my NTL 1.5mbit. Tweaking
the MTU and RWIN usually accounts for these speeds ime.
