I am trying to join a 2003 server to a domain via a Cisco site to Site VPN. I
started with a semaphore time out error and have fixed that. Now I recieve
the following message:

The remote procedure call failed.

If I enter the wrong password it comes back immedialty to notify me of that.
If I use the correct password it times out at almost 5 minutes and then gives
me the message. I can ping and do DNS resolution. Not sure where to go from
here.

Setup WINS server if you can. That may fix the problem.

On which side. I have a domain running on the side that the server sits - (my
location) and then I have the domain at the remote location I am trying to
join. when I run WINS locally at my location still does not work and I added
a static host to the server for the remote domain controller. am I missing
something?

In your case, setup WINS in both sites.
