Its not the line - its the equipment.

It is not the line alone which sets the type of service you are are offered.
It is also the expensive equipment which is connected to your line at the
tele-exchange. That's why you will not be allowed to revert to a lower
grade of service.

The service provider will not change the equipment back to lower grade of
service just to keep you happy paying a lower price for it. And he has no
intention to change back and lie to you that he has. That also costs him
money.
