Issue telnetting via port 25

I'm on a HP blade server running W2k3 R2 w/ SP2. I've got the latest updates
and firmware on the box. I'm havinga problem connecting to any mail server
via smtp port. I get "421 Denied by policy" Connection to host lost.

But on another box in the same domain, I am able to connect via SMTP w/o any
issue. Any ideas?
