ISPs infamous for P2P throttling or blocking ?

I've seen various posts suggesting some ISPs throttle and some just block. I
am not a big P2P user but don't want to swap to a new ISP who are actively
controlling P2P.

I was looking at a Toucan package but learned they were bought by
Pipex...whom I read were throttling P2P.

Therefore who are known offenders on this subject?

I started going through the motions to cancel Virgin.net and get Sky. I 'm
currently on the £24.99 no-contract BB only deal. I knew they had just
started a 12month contract bundle deal for £19.99 with off-peak calls, but
after a study I've verified the majority of our calls are daytime ( i.e. the
wife ). When I told them I was off to Sky for a new bundle they offered to
keep me on non-contract £24.99 p/m but throw in unlimited UKLL calls.

So I've reduced my whopping comms bill down to something in the order of £40
quid if I consider line rental and call ID, and since I'm not tied in to
anything, I can watch for a better deal when more LLUs are established at my
exhange.
