You read too much into that statement. WPA was being offered by vendors
without certification, and variations in the implementation were causing
conflicts and failures, much like the initial WEP implementations. All
this says is that a consistent protocol for certification is in place so
that the cert will absolutely refer to WEP only, or WEP plus WPA as
certified to comply with the standards; i.e., the testing and cert do
not require separate WEP and WPA submissions for certification.
