ipv6 ip addr. problem

My ip is a fe80 one, config'ed when I load the ipv6 module.
If I use ping6 to ping ::1 -no problem. But when i try to ping the
full ip
( i.e. fe80::247:......etc ) i get a socket() error from ping6. This
also goes
for other times I use the non localhost address, such as the
getaddrinfo() function. It getaddrinfo() works fine with ::1, but not
at all otherwise. Could it be that my ethernet card is not ipv6
ready???? Any ideas???
