iptables to ratelimit by IP?

Hi,
I know that I can use iptables to rate limit over all (say like ICMP
traffic).. however is there a way to use iptables to ratelimit by ip?

So that.. say ip 204.186.0.1 can only send so many packets (or connect
so many times) before it is ratelimited...

But 204.186.0.2 can connect the same amount of times.... but it's
counter is independant of 204.186.0.1 ?
