iptable chewing up CPU

I have the following showing up in running processes:
modprobe -r iptable_nat
it is constantly over 97%
the parent process is:
/bin/sh /etc/init.d/iptables restart

iptables is v1.2.8, RH is 7.3 running 2.4.20-18.7 kernel.

Please help me solve this mystery. Thanks.
