IPSEC Services turns to "Stopped"

Hi there,

When I'm trying to connect VPN server, IPSEC Services stops. I made sure the
IPSEC was "Started" and Automatic but as soon as attempting to connect,
IPSEC Service status changed to "Stoped" before the authentication
processes. It happens either wireless or wired connection. My ISP is Cox
cable. It was working fine before at the same environment and the same PC
settings. It started since two months ago. FYI, Windows Firewall is turned
off by the domain policy at work.

Anyone has any clue about this?
