IPHLPAPI.DLL cannot start

occasionally on boot I get 'iphlpapi.dll cannot start'. I
do not have microsoft broadband adapters installed. I am
using ICS to an XP machine. I have reinstalled
iphlpapi.dll from the installation disc, this did not fix
the error.

Any suggestions?

I'd scan for spyware or adware interfering with your networking stack. Get
a copy of AdAware from http://www.lavasoftusa.com/, install it, update it,
run it.
