IP Connection Goes Down

Having a quirky problem with connection to the Internet.
The IP connection works for a while and then loses it's
connection. When I reboot it works. Any suggestions?

Here are some addition details:
PC is running Windows ME with all updates
IP is configured with static IP address
System is running Norton Anti-Virus 2004
No firewall installed
DSL connection via Cisco DSL router
I tried removing NetGear driver, putting card in another
PC slot, reinstalling the NetGear Driver. Even replaced
the hub and cable to rule that out.
System Resources are at 76% on bootup and go down to 57%
after running Quickbooks and TurboTax.

What's causing this?
