When I change the IP address, Subnet Mask, Default Gateway, and DNS, ME
prompts me to restart. After doing this the settings are still correct
however, in winipcfg, the IP Address is 0.0.0.0.
Am I missing something?

Are you selecting the right network adapter from the drop-down menu in
Winipcfg? If it says "PPP Adapter", it's showing your dial-up
settings, not your local area network settings.
