IP address Conflict

I having win98 IP address conflict for very long time but
still unable to solve it. My win98 client PC is running in
a windows 2003 environmet and some of my win98 user always
have IP address conflict on their PC. I have tried to
renew it by running winipconfig but the problem will come
back again. I even clear the MAC address using arp -a
command but problem still there.

Any one can help me?

Temporarily give each machine a unique fixed address.

This is a problem that is often posted to this newsgroup.
I've never seen a definitive answer to this problem.
It's a proprietary hardware problem in my opinion as I only have one
computer that does this, a Compaq.
I'd place a shortcut on the start menu to winipfg.exe and instruct the end
user on how to use it.

I don't like the idea of giving static IP address. Anymore
soltuion?
