IP address conflict from DHCP

I have a client that says it has an IP address conflict and it lists a
Mac address that it is conflicting with.

There is an entry in the Arp table for the Mac address and IP address.
The Mac address is one of our DCs but it has a static IP address that is
completely different from the address in the Arp table and which is
conflicting.

There are two DCs, each of which is a DHCP and DNS server. The IP
address is issued by the other DC, not the one that has the IP address
in question.

The DC that is reported with the IP address is an Intel server and on
bootup it automatically gets an IP address from a DHCP server (obviously
the other one in the network) for the Intel Lan Bios console that it
always starts up with. I have not been able to disable this feature,
which appears to be built in to this particular type of server at Bios
level.

If it is getting an IP address assigned to it that is in the dynamic
range of a particular DHCP server, then why is there an issue that the
DHCP server is trying to reissue the address to another PC and it is
still entered in the ARP table? Are there any configuration changes I
need to make to either of the DHCP or DNS servers to make sure the
conflicting entry is being purged or the address not reissued?

Try creating a reservation for the Mac address of the server.

Did you exclude all static IP addresses from DHCP?
DHCP will issue IP addresses from the scope even if the IP address is the
address of the server DHCP is running on. All Statically assigned IP
addresses must be either Excluded from distribution or reserved to the MAC
address of the NIC it is statically entered on.
