Not sure how much this answer helps you, but just trying to point you in the
right direction.
Cisco IDS might detect another DHCP (that's not hard as it will be
broadcasting) but it can't prevent it. Cisco Network Access Control (NAC) on
the 2950 switch will prevent it. You can't prevent them connecting except at
the switch.
