Internet T1 very slow on 2003 server

Hello,

We have a T1 line, 2003 server basic configuration, Symantec web security
installed, web sites take long time to download, any ideas on what commands,
tools to use on server to find out if problem is caused by Symantec web
security.

I would suspect a DNS server misconfiguration.

Are your ISP's dns servers listed in the forwarders Tab?
Are your workstation and server pointing to the ip address of your MS DNS
server?

I'm sorry for this post, because it is not an answer.

The thing is I've also the Symantec Web Security and I can’t receive or send
any e-mail through that proxy (POP or SMTP).

Any suggestions that could help.
