If it was in an enclosure with a small heater, as there are in most
good external camera housings, this would keep it above the minimum
temp and I doubt that unless it was in direct sunlight all day I can't
see it topping 40, (in the UK at least)!
You could do a search for 'IP cameras' and see which ones would come
closer to the specs you require. Bear in mind although some of the
cameras are a bit pricier than you want they will be able to interface
to a existing network and negates the requirement for additional
hardware and software on all the PC's that are going to view the
camera, (which I suppose is all them).
The other option is as you say, use a cheap camera then feed the
signal into a capture\line card installed in the pc. This does present
more setup troubles in the extra hard\software and the issue of
sharing. This would need a little further investigation into which
system would do what you want to do, although for the sub £150 price
tag I think you'll be struggling.
