My boss just fired our IT guy. Now, because I am fairly good with
maintaining each users computer, he temporarily put me in charge. I am an
administrator, however I have never used the server other than to reset some
passwords, and add some users. My boss now wants me to let him know if
certain employees have been visiting websites that they shouldn't. How can I
go on the server and see who has been going where? Please remember, I do not
know my way around the server. We are running Server 2003, and each user is
on XP SP2.

You need software like proxy or ISA to do that.

Maybe the old IT guy did not want to spy on the employees.
Anyway there are devices that will log each users internet activity. If that
is not installed, and not knowing your network config, you can look at the
temp internet folders of each user.
You can also look at the cookies on each desktop, the name associated with
the cookie tends to indicate what kind of site it is.
That can be a long a drawn out process.
If the Boss really wants to check to see what people do during the day,
reccomend he get one of the devices

The above are just two from a quick google search, I am sure there are more.
Ask you boss to send out a memo and that no more business unrelated surfing
will be allowed and that we are now monitoring your surfing on the web, or
something like that. That should cover him from a legal standpoint.

Install WireShark and configure it to drop non-HTTP packets. Overkill for this,
but free and effective, if embedded into the network at the correct spot.
