internet explorer enhancements and terminal server

I have a terminal server that i went into add/remove
programs and removed the IE enhanced security. When
users logon to the terminal server (in application mode)
they are told IE enhanced security is enabled on the
server. How can I get this to recognize it is off? I
have even tried logging on as the user, run add/remove
programs as the admin and made sure they were unchecked.
Any clues?

The following link may help and tells how to configure it for all users, just
administrators, or just non administrators and how to remove it all together that
requires a reboot. --- Steve
