Check with the replacement nic card's manufacturer's site, and see if there has been a driver/firmware upgrade, since the day it was manufactured.

I have been able to achieve almost 5MB download speed with RoadRunner on
each of my home computers. However, I just acquired a Gateway E-4200
computer for a friend, and in the process of cleaning it up and updating
it, I discovered that the NIC was bad. So, I replaced it with a new one.
The problem is, I cannot get the machine to download faster than about
2.8MB on the same connection that other machines reach full download
speed. Here's what I have done to tweak the machine for optimum download:
1) Set RWIN to 65535, like my other machines
2) Installed a new NIC
3) Installed a Linksys USB-to-Ethernet converter
4) Boot into safe mode to make sure there are no phantom devices or
drivers installed.
5) Defrag the hard drive
6) Run EasyCleaner to clean up the registry
7) Run Dr. Hardware to make sure that all benchmarks are normal
8) Run Dr. TCP to look for any abnormalities
9) Rebooted many times to be sure that any changes were made effective.
I still cannot get the machine over 3MB (600Kb). A download test through
the LAN to another computer downloaded at almost 50MB, so the Ethernet
card should be good. It is a Gateway E4200 with 550 MHz PIII running
Windows 98SE. An IDENTICAL machine sitting beside it on the same
Ethernet connection gets 601KB download. The machine does not yet have
antivirus software on it, so that's not a problem.
Any suggestions as to what I may have overlooked appreciated. Also, if
there is a more appropriate forum, please advise, as well.
