Internet Download performance is slow (5.5KB/s)

I'm stumped on this one, I've just installed SP1 on my Server 2003 Standard
Edition and all of a sudden the downloads from internet sites and actual
websites are behaving as if I'm connected to them via a 56K MODEM and
downloading at a max of 5.5Kbytes a sec (most of the time, some give up to 9).

Strangely enough downloading service packs and the like from the MS site is
fine, despite the MS site itself being very slow.

Any ideas as to what it could be?
