The original version of Windows 98 doesn't have ICS, which was a new
feature in Windows 98 Second Edition. To see which version you have,
right click My Computer and click Properties. If it's Second Edition,
it will say so.
If you have the original version of Windows 98, see these sites for
other Internet sharing programs that it can run:

If at all possible, make the XP machine the ICS host. XP's version of
ICS is easier to set up and much more reliable than 98SE's version.
