Internet on but won't open in browser!!

I am currently running windows 98se and recently have developed a problem.

I can go online but when I go to open the browser it tells me that the page
is unavailable and it doesn't matter what site I go to and I know the server
is not down as I have checked other machines and they are all able to get on
no problem.

So far I have checked the dial up connection and created a new one, no help.
Have checked internet explorer's options and have found nothing wrong or
changed.
Have tried to access the net from safe mode but it says can't find the
modem.
Am suspecting registry or modem problems? Does anyone have any ideas?
In need of some fresh ideas to try, any help would be greatly appreciated.

and tell us what happens.
