You would need to do that on your router, if it has that feature. There is a
feature with Windows Server called QOS (Quality of Service) that you can
control bandwidth availability for specific apps, but not in general.

You can also try some 3rd party tools. I searchg Google for you with a
search string of "windows bandwidth control" and got a few hits. Here are a
few of them:

Bandwidth limit, bandwidth shape, bandwidth limiter for Windows ...
SoftPerfect Bandwidth Manager is a full-featured traffic management tool for
Windows that offers cost-effective bandwidth control and quality of service
....

Bandwidth Management for Windows Bandwidth Management and traffic shaping
for Windows 2000 and XP.

Download Bandwidth Tools - Softpedia SoftPerfect Bandwidth Manager - a
traffic managment solution offers cost-effective bandwidth control and QoS.

There are more hits. Goto Google and search for the string I used to see the
other hits to see if they are of interest.

Instead of the website you're using, I suggest to use OEx (Outlook Express
or any other newsreader), and configure a news account, pointing to
news.microsoft.com. This is a direct link to the Microsoft Public
Newsgroups. It is FREE and requires NO ISP's Usenet account. OEx allows you
to easily find, track threads, cross-post, sort by date, poster's name,
watched threads or subject.

It's easy:

Something to note about QOS and a at least one of the tools you linked Ace
is that they don't limit any connections. They merely allow an app to be
assured of getting a set amount of bandwidth.

Also, component from point a to point b must support QOS.
