is there a way to controll which users have access to the internet with a
windows 2003 server acting as a router using windows 2003 software?

Well, the best and most granular way is with a full featured firewall/proxy
server such as ISA. However, you can prevent any machine from accessing the
Internet by giving it no defalt gateway or an incorrect default gateway.
Probably, a false proxy server setting for IE would work as well.
