Interface error and packet filter error for Remote Access

I get the following error in my system event log and don't
know where to look to resolve the problem. I also cannot
VPN into this machine even from the local LAN. Any
suggestions?

8471FE946009} with the Router Manager for the IP protocol.
The following error occurred: Cannot complete this
function.

I also get an error report in the application event log
and don't know where to resolve the conflict. I do
a 'route' command and everything looks normal.

The ISA Server services cannot create a packet filter
207.46.248.253. This event occurs when there is a conflict
between the Local Address Table (LAT) configuration and
the Windows 2000 routing table. Check the routing table
and the LAT to find the source of the conflict.

It appears I have a conflict somewhere and that is
probably the root cause. Any thoughts or direction?
