Looks like 4 small antennas on two masts. I checked the FCC database,
and nothing is listed there.

From another list, they suspect this odd antenna is used for Moto Canopy.

I've noticed Canopy "dongles" on ebay. I'm surprised nobody has made a
Canopy sniffer. I know the data is well encrypted, but it would be
useful to be able to see if there is Canopy running where you are trying
to set up wifi. I guess when the dust settles, the only really bullet
proof way to see what frequencies are clear is with a spectrum analyzer,
though you can still get fooled if the offending system doesn't run 24
and 7.
