I want to integrate a new machine xpto in a domain but
when connecting to the local area network I cannot ping
the domain controller unless I put a static IP on the
machine xpto. Why canīt I just ping the domain controller
on the machine xpto without having to put a static IP.

check your DHCP-scope configuration...

use ipconfig /release & ipconfig /renew
then ipconfig /all
if you see wrong address (0.0.0.0 or 169.254.x.x) - problem with DHCP-server
or communication with it are in place

I did what you told me. The thing is I can't do
ipconfig/renew and when I do ipconfig/release it gives me
wrong address (0.0.0.0 or 169.254.x.x).

I checked the scope. What do you mean by communication
with it are in place.
