installing MSFT ras

Hey!
I'm trying to download Juno for internet access, and when
I click on the Juno button on my desktop I get a
message "No ras found on your system. Please install MSFT
ras." But when I go to the MSFT website I don;t see any
place to do that. Any advice welcome.
