Install IP address 169.254

I need the following IP addresses: 169.254.0.0-169.254.255.255 for Automatic Private IP Addressing. Currently my configuration is consistantly 192. . . although I configure the NIC for Automatic Private IP Addressing. I have 2 NICS installed. One should be 192. . . and the the other 169.254.0.0. What am I not doing

The 169 address is placed by windows when no IP address is stated, or when
no DHCP server is available.

If you want the 169 address then go to Network settings and ask Windows to
assign an IP address by DHCP, Windows will at startup search for a DHCP
server and when it finds none will assign an address starting 169.

192 however is issued where Windows is using ICS to assign addresses,

You cant force Windows to assign addresses in the 192.x.x.x range however
you can set the address manually
