In Switzerland, ISDN phone handsets are common - you can buy them in
department stores.
On a single ISDN line you can chain multiple
devices (I can't remember the technical term for this - something like
sub-address) so you can have multiple phones (end-stations) on an ISDN line.
As you get two B channels (plus the signalling
D-channel) in an ISDN install each phone handset can use a channel
on a separate number.
