Problem Solved

Chronology:
1) When trying to install SMC brand Fast Ethernet PCI Card
driver (SMC1244TX)on my comp with Windows 98 Second
Edition operating system, installation halted because
of "missing inetmib1.dll file".

2) In the installation wizard dialogue box, I typed in
C:\windows for the path to look for the missing
inetmib1.dll file. Didn't work. Wouldn't install. Typed
in C:\win98 for the path to look for the file. Didn't
work. Typed in C:/windows/system for the path. Didn't
work.

3) I then looked for the inetmib1.dll in my system by
going to start/find/files or folders. I found that I had
two separate inetmib1.dll files located in my system. One
was in C:\Windows (I went to C:\Windows in explorer and
found the file, I don't know why it did not install when I
typed that path in). The other inetmib1.dll file was in
C:\CompuServe 2000\net\win98se. (I have no idea why this
file is in my internet provider software).

4) I rebooted my comp and waited for the "found new
hardware" thing and then typed in the C:\CompuServe 2000
\net\win98se path for the thing to look for the
inetmib1.dll file and it finally installed.

I hope this helps somebody.
