how to I set up this Microsoft Broadband networking to
allow irc to use identd?

Check in the help info within whatever program you're using. You may need
an application-triggered port forward for ident during the connection. You
need to look in the application settings themselves to enable it.

A app triggered port forward will allow you to use identd

The triggering port is the port you connect to your IRC server with
(typically 6667)
The ports it will open is port 113.

IRC only needs IDENTD to be active during the initial connection, so a app
triggered port forward is safest.
