I'm sorry, Dawn, but it isn't possible to change it. Please see this

Here's an excerpt from the article that explains why. Allowing the
user to change it would defeat its purpose, by opening the possibility
that it would conflict with routable addresses:
The Internet Assigned Numbers Authority (IANA) has reserved
169.254.0.0-169.254.255.255 for Automatic Private IP Addressing. As
a result, APIPA provides an address that is guaranteed not to
conflict with routable addresses.
Note: that address isn't actually assigned by DHCP. It's only
assigned when a network connection is configured to obtain an IP
address automatically and there's no DHCP server available to make the
assignment.
Why do you want to change it? There might be another solution to the
problem.
