Incoming connections after installing KB923414

I have many computers that need to have incoming dial-up connections, so that
we can remotely access them. When I install KB923414, the incoming
connections are no longer available, and the routing and remote access
service will not start. If I uninstall the modem, and let it reinstall, the
service will start, and all will be fine until I go into incoming
connections, and select the modem. Once I do that, and restart the computer,
I am back to where I was.
Why did MS create a security update that will not allow me to access the
machine remotely via dial-up?
Is you are reading this, Microsoft, what is the fix for this? I cannot count
of the people at these remote sites to not install this update.
