Implementing Server

Hi All,
I have one problem and I need a light.

I have to develope a server that receive calls of a POS (TCP/IP), and this
server has to comunicate with a data base(SQL Server) to write POS
requisition.

My doubt is: what is the better way to implement this server:

Windows Service
COM Server
....
???

Any one have same idea?
