Immediate logoffs

I have a Windows 2000 server that, no matter who logs on, on local box or
on domain, it immediately saves their settings and logs them back off. How
do I correct this, and why is it happening?

does it happen is safe mode as well? check the run keys

Yes, it happens in safe mode as well. No administrator, local or domain, no
user of any sort, can login without having it immediately save settings and
log off.
