IIS shut down when vpn is running

I am running Windows SBS 2003, with Exchange 2003. IIS
stops wnen vpn is running we cannot get email mail because
IIS is not running. Friday I stoped VPN and everything is
running fine. I need help!!!!

Is it actually the service that stops or IIS does not receive connections
any more?
