at IIS: NetMon don't capture packets

hi
i am on the server
trying to troubleshoot my web site
i see that Network Monitor
don't capture any packet
not even when i navigate
the internet....

the problem with the site its like this:
i get 404 error
in a sample minimal web site
wit a page "c:\folder\hello.htm" justs containing "hello!"
with everyone full control permissions
....but i get the 404

with a footer : "404 - I I S "-- on the server
and only : "404 - file not found " -- on lan hosts

i need to stand up
and this is a big obstacle
