IIS Custom FTP Port

What is the method for changing the default port for tfp on IIS? I want to
set a custom port that users can connect to.
I have changed the port on my ftp server in the IIS properties page to a
custom port(not 21)
When I try to connect, I am able to log in but I don't have access to run
any commands.
The username and password goes through properly, but when I try to run a
'dir' command, I receive an error that says:
500 Invalid PORT Command.
150 Opening ASCII mode data connection for /bin/ls.
Aborting any active data connections...

Any ideas what else I need to do?

In your firewall or NAT device, you need to also allow the port # directly
below the port number you specified. In other words, if you specified port
39999, you also need to allow 39998. That is your data port whereas 39999 is
your control port.
