IGMP Multicast

Having trouble with multicasting on Windows Server 2003 R2. My host is a
development box configured as a domain controller. I cannot send msmq
messages to a multicast address. I can send to queues directly no prob. All
queues are local.

I suspect multicasting is not set up properly on my box. "netsh routing ip
show mfe" shows no entries. "netsh interface ip show joins" reports:

Interface Addr Multicast Group
--------------- ---------------
192.168.254.1 234.1.1.1
192.168.254.1 224.0.0.1
192.168.254.1 224.0.0.2
86.142.181.193 234.1.1.1
86.142.181.193 224.0.0.1

There are no routerIP messages in the event log to say my NIC cannot be
configured to promiscuous mode.

I have RTFM but am none the wiser. The documentation for configuriing IGMP
does not correspond to what I see in RRAS. I am offered no option to add a
new IGMP Router and Proxy protocol in the IP Routing General tab. I assume
because it is already enabled. But then the properties screen for my
interfaces look different from the manual. I cannot see where I set the Mode.

Please can someone tell me what I am missing or suggest a troubleshooting
strategy.
