IE6 and Outlook Express do not work

WIN98 SE and IE6, connected via DSL with dial up backup.
Both the DSL and dial up show a connection to the ISP.
The winipcfg release all, renew all gains valid IP
addresses, and the dial up connects properly. IE6 returns
a cannot display page error, Outlook Express a socket
error. I have tried removing the dial up and network
adaptors in the system devices, and then reinstalled
them. All the internet device and network properties are
confirmed correct. No data gets passed from the i-net to
IE6 or Outlook Express. Any suggestion I can try before I
have to resinstall Win98. I ran the sfc command and
restored versions of 8 system files that showed changed.
I ran the IE6 repair program. Nothing changes.
