IE Type 221

I've heard that 802.11 IE types of 221 are used for vendor-specific IE and
that they have the format of:

Type: 221
Length: Vendor Specific
Value: Vendor's OUI followed by vendor-specific data.

This is how Wi-Fi defines the WPA IE. Is this the de facto format for
proprietary IEs? If so, is this documented anywhere?
