IE requires Win Explorer access to net

Hello,

(Win98se, IE 6)

I have a problem where IE will not load Web Pages unless I allow WINDOWS
EXPLORER to access the Internet through my Firewall.

I had tried giving IE access to ANY Service and Address, both Remote and
Local, and it still requires WINDOWS EXPLORER FOR IE TO SURF THE WEB !!!

At about the same time OE would not load my Hotmail Accounts saying my
Passwords were worng but I access them with a Web Browser fine so thats
not it.

This may also require WINDOWS EXPLORER to access the Hotmail Accounts
but I have Blocked it in my Firewall.

But my Pop3 Accounts are fine.

I've repaired IE and still the same problem.

I had done a Windows Update right before this happened.

And no I did not use one of those Fake Emails to Update with a Virus in it.

I used the Start Button Windows Update.

I've Scanned for Viruses including Online Scans for anything new and
checked for Malware.

I'm clean.

I'm also seeing RPCSS.exe (DCOM) wanting access to the net that I Block
as well.

Although I'm not on a home Network this RPCSS makes me think I may have
something for Networking turned on that I don't know about and is why I
Posted this here in case I'm right.

And though some have said Win98se doesn't have Windows Messaging, it does.

I even checked 2 other Computers running 98 and in OE it's there and
that uses RPCSS from what I'm seeing on my Searches but I have never
used Windows Messaging.

I'm using Mozilla's Browser and Email programs until this is figured out.

Has anyone else had this problem ?

Uninstall the firewall and see if the problem goes away.

Thank you for your reply.

It's not an easy or common problem.

I have seen some others with this same problem in my searches or old
Posts but I have not seen a fix or any explanation for it.

I tried disabling the NIS v1.0 Firewall and after rebooting went online
with the Sygate Firewall only and it still flagged Windows Explorer
trying to access the net and IE wouldn't load any Web pages until I did.

I got the Sygate Firewall after I got this problem and do not think it
is the Firewalls that is the problem.

I think I have a setting for Networking on somewhere that may be the
cause and is why I also posted here as well as other security newsgroups.

I have another problem I had just before this and still have but not
anywhere near as bad now.

When I would go online, after awhile I can't surf the Web do Email
ect... and when I watch the bytes going in and out I see I'm sending but
not receiving any data in the traffic.

I disconnect/reconnect and everything is ok without rebooting until it
does it again like a buffer that gets full.

Sometimes it happens as soon as I connect and even my homepage won't
load until I disconnect and reconnect.

To find out what that problem was I downloaded some Packet Sniffers to
Log my Traffic so I or someone from a Newsgroup could help tell what is
happening.

I'm wondering if one of these Programs may have thought I'm on a home
network and changed some settings that allow Windows Explorer to do that.

The Sygate Program has a Packet Log in it so I don't need the ones I
downloaded.

Sorry I didn't want this to be so long but I thought the Packet Sniffers
may be important info for you to know.

Have you tried scanning for and removing Spyware?

Have you tried rebuilding the TCP/IP stack?

Hi Carey,

Thanks again for your help.

Yes and I'm sorry if I did not include in my first post that I scanned
for Malware and Viruses both with programs I have installed and Free
Online Scans at 5 different sites.

I am not on a network in case I forgot to add that to the post but I
think I may have a Network setting turned on somehow.

I also checked for shimgapi.dll to be sure I didn't have the New Worm
that some Scans might not pick up.

I found out that Doom Worm uses Explorer too from another newsgroup and
was worth checking into.

In my searches I found a few other people with the same problem but they
are rare, none are nothing current and no Fix or Explanation.

Everything I found was someone asking for the same info I am.

I'm hoping it was one of the packet sniffers I downloaded to pin down
another unrelated problem that may have turned a little known Network
Setting.

I only have one installed called Atelier Web Ports Traffic Analyzer
(AWPTA 2.11).

I didn't bother with it or the rest because the Sygate Firewall has
Packet Logging that will tell me what I need to know without having to
use a full blown sniffer.

(I haven't uninstalled it yet.)

I can't think of anything else it could be.

I'm using the Mozilla Firebird Browser now so I can surf the Web without
my File Manager hanging out for all to see.

But some sites require IE and 128 bit encryption like my Bank and have
to do that at the other House now until this is fixed.

Looks like I may have to format and reinstall the OS then import my
Registry to see if it is a registry key gone wrong.

If that is the case I have to reinstall everything.

(The OS is on it's own drive all by itself)

Hello everyone,

I found the fix for my problem in another newsgroup and want to share it
here as I posted for help here too.

I hope this will help those that are trying to help others with this and
other problem and is why I'm posting this in all the newsgroups I posted
for help.

For those that can not surf the Web because of this problem I will Copy
and Paste the information here below:

First my Thanks to all those here and other newsgroups that have worked
so hard to help me solve this problem.

Thanks for the info on the forced install as I might need it someday and
your right about the DLL hell as I did that before and learned to save
them before hand.

The fix JP suggested was for IE 5,5 and earlier but I went in and
checked the Reg Keys anyway.

In HKEY_LOCAL_MACHINE the BrowseNewProcess was set to "YES" as it should be.

But in HKEY_CURRENT_USER the BrowseNewProcess was set to "NO"

This conflict was the problem and when it was set back to YES and I
rebooted it had IE accessing the Net and no sign of Windows Explorer
trying to access the internet !!!!

For those that can't surf the Web with this proglem I will Copy and
paste it here:

There has been much discussion regarding Windows Explorer trying to
access the Internet rather than Internet Explorer. This problem is now
solvable. ZoneAlarms provides a solution at
http://www.zonelabs.com/store/conten...AQ.jsp#2issues.
Problem is if you have IE 5.01 or higher then this solution is no good.
However, MS provides sort of a solution at
http://support.microsoft.com/default...b;en-us;240928. If you
have more than 32 Megs of RAM, then WE and IE are supposed to be opened
as separate windows. It's supposed to be automatic. This is wrong. I
have 128 Megs and this isn't working, and others are having this same
problem, too.

Solution: You have to make a simple little change to the System Registry
File.

First, open the Registry Editor. If you don't know how to do that, then
click on Start, Run, and type in Regedit and then click OK. This is the
Registry Editor. Click on the little plus sign (+) next to
HKEY_LOCAL_MACHINE, scroll on down until you find Software and click on
the + for that, then click on the + for Software, then the + for
Microsoft, then the + for Windows, then the + for CurrentVersion, then
the + for Explorer.

Underneath Explorer there should be the entry for BrowseNewProcess. If
you have that entry, then see below on what to do next. If you don't
have that entry, then click on Explorer, then click on Edit, New, Key.
In the box provided, enter BrowseNewProcess exactly as I have typed it.
No spaces. Then press the Enter Key. Now, double click on that entry --
BrowseNewProcess, then click on Edit, New, String Value. In the first
line type BrowseNewProcess, and in the bottom line enter the word YES,
then hit the Enter Key or click OK. (See last paragraph)

If you already have the folder BrowseNewProcess, click on it, and in the
right hand pane, you have BrowseNewProcess and the Data is NO, then
double click on the BrowseNewProcess in the right hand pane. Change the
NO to YES and hit the Enter Key or click OK. See the last paragraph on
what to do next.

If you already have the folder BrowseNewProcess, and in the right hand
pane, you have BrowseNewProcess and the Data is YES, then you have a
problem. Your system isn't recognizing that entry. Here's what you do.
Double click on the BrowseNewProcess in the right hand pane. Change the
data from a YES to a NO. Hit the Enter Key or click OK. Now see last
paragraph on what to do next. When you're up and running again, then go
back into the Registry Editor and go back to the first entry in
HKEY_LOCAL_MACHINE. Double click on the BrowseNewProcess in the right
hand pane, then change the NO to a YES, hit the Entry Key. See the last
paragraph on what to do next and you should be finished.

Last Paragraph: Now repeat the process for HKEY_CURRENT_USER. After
you've done all that close the Editor, and Reboot your computer. You
should now have Windows Explorer on its own and Internet Explorer should
be on its own too.

I hope I've made myself clear and I haven't made a mistake. I hope all
this helps.
