IE does not recogize that a NIC is installed

I have a new installation of 98 on a 500 PIII laptop.
I've plugged in a USB NIC and configured it, however IE
does not recognize it. I can ping from a command line but
everytime I start IE (or configure the connection) it
prompts me to install a modem connection.
