What do you get as error message ? Does it looks like "Enhanced Security"
error message ?
I guess that there is a problem regarding EnhSec and the construction of the
"default user" profile.
I wonder if the trouble as to do with the "EnhSec" being enable while you
construct the default profile.
Something get "tatooed" in the users profile later made from that profile
template.

Please try the following : open the user registry showing the problem.
Browse to HKCU\software\ms\internet explorer and delete it. (You may want to
export it to a file before !!!)
It is rather a radical cure :-).
Launch IE. You certainly will have to redefine the proxy settings, etc.
But for me, it cured the problem !
