ICS's DHCP server broken on 2003

I'm trying to get the DHCP server for ICS to serve ip addresses. it won't.
otherwise it works great (when i assign static ip's on the client). i'm
running ICS on a server 2003 machine with a DHCP server installed. i
suspected some sort of conflict with the DHCP server so i deactivated the
192.168.0.0 zone and shut down the DHCP service. this didn't help. i also
tried deleting the ICS DUN connectoid and recreating it. didn't help. i
tried deleting and reinstalling the LAN NIC associated with ICS. still no
go. what to try next? I've made sure that DHCP works on the client end by
connecting it to a different DHCP server. thanks for any help.

not sure why you want to use ICS on windows 2003. I would use NAT instead.

Fair enough but shouldn't ICS work?
