''icsapi32.dll''

I am trying to setup internet sharing, I go
to ''Add/remove programs'' then to the ''Windows setup
tab'' double click on ''Internet tools'' then selecting
Internet connection sharing I then click ''OK'' then apply
and then get told I need the File ''icsapi32.dll'' I found
it on my computer but it then only loads the file to 16% I
have downlaoded anyother copy of it from the net and that
still only loads to 16%, has any one got any Idears?
