If possible, I recommend making the WINXP machine the ICS host instead
of WIN98SE. WINXP's version of ICS is much easier to set up and much
more reliable than WIN98SE's version, and it allows the client
computer to control (dial and hang up) the host's Internet connection.
An alternative is to use an external hardware modem/router instead of
ICS. I like the Actiontec Dual PC Modem, which can automatically
disconnect from the Internet after the connection has been unused for
a period of time that you specify:

To use more than two computers with the Actiontec, connect a network
hub or switch to one of its LAN ports.
